"Service station" shall mean any store, factory, filling station, garage, lot or other place at which equipment is provided for:
A. Dispensing motor fuel to consumers, or
B. Dispensing motor fuel into the fuel tanks of motor vehicles for operating the motor thereof for the purpose of propelling the said motor vehicles (in whole or in part) upon the public highways.
