All officers other than elective officers and the Chief of the Fire and Police Departments and the Treasurer shall be appointed by the Village Mayor by and with the consent and advice of the Board of Trustees, as is provided by statute; provided, that all employees shall, in the absence of any provision to the contrary, be hired by and shall report to the Village Manager.
