3-7A-8: PUBLIC PASSENGER VEHICLE CHAUFFEUR'S PERMIT:
   A.   License Required: It shall be unlawful for any person to operate a public passenger vehicle within the village without first having obtained a valid chauffeur's permit therefor as herein provided.
   B.   Application: Any person desiring to secure a chauffeur's permit or renewal thereof shall make application in writing therefor to the chief of police or his designated agent. The application for the permit shall contain the name of the applicant; his residence and employment history; driver's license number and current status thereof; information as to whether the state driver's license has ever been suspended or revoked and if so, when and for what cause; a list of all convictions, if any, for violation of federal, state or municipal laws; and such other information as deemed appropriate by the chief of police, including results of a medical examination conducted within twelve (12) months from the date of the application and a photograph of the applicant. In addition, the applicant must submit to a fingerprint examination in order to further verify the information contained in the application.
   C.   Qualifications:
      1.   Every applicant for a public passenger vehicle chauffeur's license shall be no less than twenty one (21) years of age.
      2.   The applicant must be the holder of a valid state of Illinois driver's license authorizing the operation of a vehicle transporting fare paying passengers.
      3.   The applicant must not have been convicted of any felony or class A misdemeanor within the past five (5) years.
      4.   The applicant must not have had his driver's license suspended or revoked in any state within the past three (3) years as a consequence of violations of law concerning his operation of a motor vehicle.
   D.   Issuance; Display: If the chief of police or his designated agent shall be satisfied that the applicant satisfies the requirements set forth in this section, such application shall be approved and the permit issued. The operator's permit shall be displayed at all times in the public passenger vehicle driven by the operator in plain view of the passenger. It shall be unlawful to transfer any operator's permit from one person to another.
   E.   Regional Reciprocity: The chief of police or his designated agent is authorized to issue a permit to any applicant who has a current valid public passenger vehicle chauffeur's license or comparable permit issued by another municipality listed on the reciprocal licensing list without requiring the applicant to complete the full application process set forth herein. The chief of police may authorize such additional testing as he deems necessary to ensure the applicant's qualifications under the provisions of this section.
   F.   Violations: Any permittee hereunder who violates any of the provisions of this article shall be subject to having his permit suspended or revoked, or be subject to the payment of a fine as set forth in section 3-7A-10 of this article.
