3-7A-1: INTENT AND PURPOSE:
This article is adopted for the following purposes:
   A.   To encourage the best possible public passenger vehicle service under a competitive system with regulation only to the extent necessary to protect the safety and welfare of the citizens.
   B.   To adopt a system of regulation which takes into account and consideration the present day method and operation of public passenger vehicle service in the area including the use of owner operated vehicles, agency agreements and other contractual relationships between owners and drivers of public passenger vehicles and companies with dispatching facilities.
   C.   To assure that public passenger vehicles are clean, comfortable and safe and are operated in accordance with reasonable standards and regulations for the protection of all passengers.
   D.   To provide flexibility in the number of public passenger vehicles eligible to service the village provided same comply with the safety standards established herein.
   E.   To ensure that prospective passengers receive timely response time by the regulation, control and licensing of dispatching services.
   F.   To accomplish the above purposes by multiple licensing of public passenger vehicle dispatching companies, owners and drivers of all public passenger vehicles in the village.
