1-6-6: RULES OF ORDER:
   A.   Order Of Business: The order of business of the Village Board of Trustees shall be as follows:
      1.   Call to order
      2.   Invocation
      3.   Approval of minutes of prior meeting
      4.   Mayor's report
      5.   Accounts payable warrant
      6.   Consent agenda
      7.   Reports of standing committees
      8.   Reports of boards and commissions
      9.   Reports of special committees
      10.   Presentation of petitions, communications, resolutions and ordinances
      11.   Unfinished business
      12.   Report from the Village Manager
      13.   New business
      14.   Adjournment.
   B.   Agenda: The business to be transacted at any meeting shall be upon an agenda prepared by the Village Manager. All officers and Chairmen of standing and special committees shall, not later than Wednesday preceding the regular meeting, submit to the Village Manager the matter or matters to be acted upon at such regular meetings, and it shall then be the duty of the Village Manager to transmit to the Mayor and each Trustee a copy of the agenda, together with copies of minutes, reports, ordinances and resolutions, not later than the Wednesday preceding such regular meeting. The agenda for special meetings shall consist of the purpose for which such meeting was called. The agenda for adjourned regular meetings shall conform as near as may be to those set forth for regular meetings.
   C.   Rescinded Action: No vote or action of the Board of Trustees shall be rescinded at any special meeting of the Board of Trustees unless there be present at such special meeting as many members of the Board of Trustees as were present at the meeting when such vote or action was taken, as provided by statute.
   D.   Resolutions: Any resolutions submitted to the Board of Trustees shall be reduced to writing before being voted upon on request of any two (2) members of the Board.
   E.   Addressing Meetings: No person other than the Mayor or a member of the Board shall address that body at any regular or special meeting except upon consent of a majority of the members present.
   F.   Suspension Of Rules: The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting.
   G.   Robert's Rules Of Order: "Robert's Rules of Order" shall govern the deliberations of the Board of Trustees except when in conflict with any of the foregoing rules.
   H.   Quorum: A majority of the Trustees or three (3) Trustees and the Village Mayor shall constitute a quorum to do business.
   I.   Committees:
      1.   Standing Committees: The following shall be the standing committees of the Board of Trustees:
      Capital Improvements
      Judiciary, Planning and Zoning
      Personnel
      2.   Special Committees: Special committees shall be created, from time to time, as directed by the Board of Trustees.
      3.   Composition: All standing and special committees shall consist of three (3) members each, including the Chairman, unless the Board shall otherwise direct.
      4.   Appointment: All committees shall be appointed by the Mayor with the advice and consent of the Board of Trustees.
   J.   Disturbing Meetings: It shall be unlawful for any person to disturb any meeting of the Board of Trustees or of any committee thereof; any person violating the provisions of this subsection shall be fined not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each offense.
