The terms and provisions of this title shall not be made applicable to a building or premises or portion thereof, the principal use of which is for the practice of medicine or dentistry or similar type of medical professional personal services, the practice of law, financial institution, the operation of general office activities not involving retail sales or services upon or to the persons visiting the premises or any other business, the regulation of which is conducted exclusively by the State and where specific preemption of home rule units of government from such regulation has been duly enacted by statute.
