No business, occupation, trade or activity shall be conducted or operated in such a manner or nature so as to amount to a health hazard or public nuisance. In addition to activities which from time to time are deemed to be subject to the provisions of this section, the following activities are hereby deemed harmful to the well being of potential patrons and thereby a nuisance and thus prohibited from licensing:
A. Tattoo parlors.
