At the May committee meeting of each year, the committee shall meet and elect a chairperson, who shall serve as such from May 1 until April 30 of the succeeding year or until a successor is duly elected. The committee shall appoint such subcommittees as it may deem necessary. All meetings shall be held at the call of the chairperson and at such date and time as such committee may determine. All meetings shall be opened to the public.
