A. Authority: The regulations imposed and the districts created by this Code may, from time to time, be amended by an ordinance passed by the Village President and Board of Trustees after the effective date hereof.
B. Hearing; Protests: No such amendment shall be made without a public hearing before the Plan Commission of the Village as same shall be constituted by the Elk Grove Village Code.
Notice of the time and place of all public hearings provided for in this Code shall be given not more than thirty (30) nor less than fifteen (15) days before the hearing by publishing a notice thereof at least once in a newspaper published or having general circulation within the Village. All written protests against any district amendment of this Code shall be in the form provided for by statute and shall be filed with the Village Clerk.
C. Plan Commission as Zoning Commission: The Plan Commission shall, in addition to the foregoing, formulate all new zoning ordinances and comprehensive amendments to the text of this Code, acting with the advice of the zoning advisors retained by the Village and at the direction of the corporate authorities and shall call and conduct such public hearings as are necessary in reference thereto.
The Plan Commission is designated as the Zoning Commission of the Village for all purposes provided for by the statutes of the State of Illinois 1 .
D. Fees: Any person, firm or corporation who may hereafter file with the Village Clerk any petition praying for an amendment of the zoning regulations and districts shall, at the time of filing such petition, pay to the Village Clerk such sums as the President and Board of Trustees deem appropriate to defray the necessary costs of publication and expenses incident to the hearing of such matter.
E. Interpretation of Provisions: The provisions contained in this Section shall not be construed or interpreted as affecting the procedures for variations as set forth in this Code nor the procedure for appeals from rulings of the Director of Engineering and Community Development as set forth in this Code 2 .
