There shall be a Board of Fire and Police Commissioners as provided by law which shall consist of three (3) members whose terms shall be for three (3) years. Each year and following the appointment or reappointment of a Board member, the Board shall elect a Chairman and a Secretary to serve for that year. A majority of the Board shall constitute a quorum to conduct all business. Of the three (3) members of the Board, one shall be a member of the employee class, one from the employing class and the third shall be a representative citizen not identified with either the employee or employing class, as provided by statute.
