The Village Board may have an appropriation for emergency management purposes in the manner provided by law and may levy a tax in addition to all other taxes for emergency management purposes pursuant to the Illinois Municipal Code, being 65 ILCS 5/1-1-1 et seq.; providing, however, that any tax rate limitation or any other substantive limitations as to tax levies in the Illinois Municipal Code shall not be applicable since the Village of Elk Grove Village is a home rule municipality.
