It shall be the duty of the Board of Appeals to hear any appeal of any decision, order or interpretation from the officer whose duty it is to enforce the Zoning Ordinance and it shall, as a result of said appeal and hearing, recommend to the Mayor and Board of Trustees the affirmation or reversal of the decision of said officer. The concurring vote of four (4) members shall be required for each recommendation.
