Of the nine (9) members of the Plan Commission, one shall be appointed chairman for a term of five (5) years; two (2) shall be appointed for a term of four (4) years; two (2) shall be appointed for a term of three (3) years; two (2) each shall be appointed for two (2) year terms; and two (2) shall be appointed for one year terms. Thereafter, all appointed members shall serve for a term of three (3) years. Vacancies shall be filled by appointment for unexpired terms only.
