No permit shall be issued for the construction of improvements regulated by the terms of this chapter until the applicant has filed with the director of engineering and community development a bond or bonds required by the provisions of this title, by the village subdivision control ordinance or other applicable ordinances or resolutions requiring bonds or surety bonds for such construction. The form of said bonds and the amounts contained therein must be approved by the director of engineering and community development.
