Any appeal of the determination of the Director of Engineering and Community Development or any request for a variation of the provisions of this Article shall be made to the Mayor and Board of Trustees. Any person requesting Board review shall do so in writing and shall specify clearly and in detail the nature of the relief requested and the reasons therefor. The Mayor and Board of Trustees shall consider the matter on review at a regularly scheduled Board meeting, at a specially convened Board meeting, at a meeting of the Committee of the Whole or at a meeting of a standing committee of the Board specifically designated by the Mayor and Board to hear and determine any such matter on review.
