It shall be unlawful for any person, while on or adjacent to the premises of a commercial business establishment, to race the motor of any motor vehicle, or to make or cause to be made any loud noise, including the blowing of horns, unless the same is directly related to a business purpose or is to prevent collision of the motor vehicle with other persons or objects.
