§ 51.31  SEPARATE CONNECTIONS REQUIRED FOR EACH BUILDING; RATES.
   Each building shall have a separate sewer connection and each family unit, apartment or separate business in operation, in accordance to the current water/sewer rate and fee schedule as approved by City Council, shall have a separate water meter; provided, however, where the owner of multiple unit apartments furnishes utilities as a part of the rental agreement, a single connection and meter shall be permitted connecting all or a combination of said units. Two or more dwellings, apartments, stores or combination of dwellings, apartments or stores will not be allowed on the same meter. On old services where the meter is serving more than one dwelling, apartment or store or other water user, this practice will be allowed to continue for those presently in existence, but no additional dwelling, apartment or other user may be added to any such multiple user’s service. For all such multiple user single meter service the total consumption will be divided by the number of dwellings, apartments, stores or businesses served and billed as individual accounts. The minimum bill for each account will be no less than the minimum rate and according to the then current rate schedule. The rate for each apartment will be the same as for separate houses and the minimum rate will be charged for each building and apartment.
