Hydrants will be installed outside the city limits upon the payment of the total cost of materials and installation; provided, the line on which the hydrant is to be installed is six inches in diameter or larger from said hydrants on private property in the city will be installed at the expense of the property owner. The location of hydrants will be determined by the Fire Chief and the Director of Public Utilities or their designated assistants with the approval of the City Manager.
