The Director of Public Utilities, the Fire Chief or any of their assistants, during daylight hours of any day other than Sundays or legal holidays, shall have the full right and authority to enter upon the premises of the person equipped with a sprinkler or other fire system for the purpose of inspecting the connections of such systems.
