§ 130.07  CONGREGATIONS OBSTRUCTING FREE PASSAGE.
   No person shall congregate on the streets or sidewalks of the city in such a way as to obstruct or interfere with the free passage into or out of any public business or private property. It shall be the duty of the police officer who observes a violation of this section first to warn the offenders and, upon their failure to heed the warning, to arrest them.
