(A) No person shall cause any water or electric meter to be bypassed or in any way altered, changed or modified so as to affect the true and accurate reading of the actual amount of water or electricity passing through the line on either side of the meter for which the meter was designed and installed to record.
(B) When a meter has been bypassed or modified as prohibited by this section, the finding that same has been bypassed or modified shall be prima facie evidence that it was done by the person in whose name the service is furnished or in whose name the service is billed by the Public Utilities Commission.
