Every vehicle operating under this chapter shall be kept in a clean and orderly condition as required by the chapter. The owner and driver shall keep the body of the taxicab, interior and exterior, safe, clean and orderly and its general appearance shall be kept as close as possible to the manufacturer’s original appearance with respect to construction and finish of the car, normal wear and tear expected, unless an approved color scheme is adopted, and all doors, fenders and the like shall be of the same color.
