Any person who shall receive a permit as stated in § 113.22 of this chapter may conduct the business activity or sale permitted, but may not vary, exceed or in any way deviate from the activity or sale originally allowed by such permit. Any variance or activity beyond the express terms of the permit shall be unlawful and shall be grounds for the city to revoke such permit.
