If the applicant fails to timely file all the information and documents required or if, upon review, the Finance Director or his or her designee determines same not to meet all requirements of this subchapter or he or she fails to find the applicant to be of good and reputable business character, the Finance Director or his or her designee shall in writing deny the application for permit with reasons stated for such denial. Appeal from a decision of such denial shall be to the City Manager or his or her designee.
