If, upon review of all the information and documents filed by applicant, the Finance Director or his or her designee shall be of the opinion that the applicant is of good and reputable business character and has met all requirements of this section then the Finance Director or his or her designee shall issue applicant a permit for the sale or business activity applied for which shall be valid only for the sale or business activity applied for.
