§ 95.09  TAMPERING WITH CONTAINERS.
   (A)   No person shall open or scavenge in garbage or trash containers. The provisions of this section shall not apply to persons loading the containers and city employees dumping containers.
   (B)   No person shall overturn, remove or tamper with any container used for trash and garbage.
