No person shall haul coal, dirt, sand, gravel, crushed stone, litter, paper or waste matter of any kind, whether in the foregoing enumeration or not, along or over any street in the city, except in wagons, carts or other vehicles with bodies or receptacles for holding such materials so constructed and arranged as to prevent same from wasting or dropping upon the street.
