No person shall haul through the streets of the city any noxious or offensive matter or matter which might or does attract flies, bugs or insects, such as, but not limited to, dead animals, garbage, animal fats, decayed meat, discarded meat or bones or similar or other like matter unless same shall be hauled in a covered container reasonably restricting the emission of noxious fumes or odors and which shall be impermeable to insects.
