The permit provisions of this subchapter shall not apply to:
(A) Funeral processions;
(B) Students going to and from school classes or participating in educational activities, providing the conduct is under the immediate direction and supervision of the proper school authorities, except as provided in § 94.22 of this chapter;
(C) A governmental agency acting within the scope of its functions; or
(D) Groups or associations of less than 20 persons engaging in expressive activities, at locations other than streets and roads.
