(A) At the discretion of the City Manager, a high school parade or similar function wherein the majority of participants shall be minors may be conducted under a special parade permit issued pursuant to the provisions of this section instead of through the normal permitting procedure.
(B) Such special parade permit shall be obtained from the City Manager at least 24 hours before such parade or similar function may begin.
(C) The application for such special parade permit shall contain the following information:
(1) Name of person in charge;
(2) Route;
(3) Number of participants;
(4) Time of beginning and approximate time of finishing; and
(5) Date of parade.
(D) If the City Manager deems it necessary to protect the minors involved or to safeguard the citizenry as a whole, he or she may change the route, time or date of such parade before authorizing the permit.
