No minor shall participate in any activity regulated by this chapter unless the permit granted therefor is a special permit under § 94.22 of this chapter or unless specifically allows the participation of minors. No parade chairperson shall allow any minor to violate the provisions of this section. No parent or guardian shall allow any minor under such person’s care to violate the provisions of this section.
