(A) The City Council, in its discretion as a condition under which water or sewer service or both will be extended, requires the owner of a proposed subdivision to enter into an agreement to improve the proposed streets therein at such owner’s own expense and in accordance with the ordinances then in force governing the acceptance of public streets for the city.
(B) If required, this section shall apply to subdivisions which are located within or outside the corporate limits of the city.
