When authorized by Council, as set forth is Section 1311.03 the Mayor upon application shall issue all building permits. Said permits to be signed and sealed by the Mayor and attested by the Fiscal Officer upon payment of the fee set forth in the following schedule for new construction of a residence: The permit fee shall be calculated and paid at the rate of $0.07 per square foot, subject to the minimum fees as set forth in Section 1311.06.
