   (b)   The prior ordinances determining the above fees are suspended on the effective date of Ordinance 1157-2019, to the extent that the ordinance is in conflict. Any portion of the ordinance not in conflict shall remain.
   (c)   A permit shall be required for all listed items. No permit fees shall be charged nor permits granted without completion of the Permit Application Form.
   (d)   Permits not requiring a fee shall show zero dollars on the form.
   (e)   The ordinance(s) that authorizes the permit and/or permit fee shall appear clearly on the form.
   (f)   The Fiscal Officer shall be responsible for the collection of all permit fees as per Ohio R.C. 733.261.
   (g)   The Administrator shall have discretion over whether a fee is permitted to be waived. Said decision shall be reviewable by the Village Council by the applicant requesting privilege of the floor at a Council meeting, and thereby subject to Council vote.

   (h)   Application or Appeal. Each application or appeal shall be accompanied by a check, payable to the Village or Elida, or cash payment, sufficient in the amount to cover the cost of publishing and/or posting and mailing the notices of the hearing or hearings, but in no event shall it be less than two hundred fifty dollars ($250.00). At the hearing, any party may appear in person or be represented by an agent or attorney. Normally, the applicant or appellant shall present his position first at the hearing. Others who choose to speak shall identify themselves and their support or opposition in advance, so that equal time can be afforded both views.
