Following such hearing and after reviewing the recommendations of the Village Planning Commission, thereon, the Council shall consider such recommendations and vote on the passage of the proposed amendment to the text of the Ordinance or the Zoning Map. The Council may overrule the recommendations of the Village Planning Commission by two-thirds (2/3) vote of the full membership of the Council.
