§ 2.00 COMPREHENSIVE PLAN.
   The Planning and Zoning Commission shall prepare a comprehensive plan of the city to promote the welfare of its residents in a manner consistent with the police power granted to the cities in the Iowa Code and such Commission shall make recommendations to the City Council for changes or modifications to the city plan.
