All signs must comply with the following conditions.
(A) No sign shall be placed so as to obstruct vision at street intersections and driveway intersections for oncoming vehicles.
(B) When a permit is required on any particular sign, said sign shall display the name of the owner and erector.
(C) No sign shall block any required accessway or window.
(D) No sign shall be attached to a tree or utility pole.
(E) All signs not authorized by this section are prohibited.
(F) No signs other than public service and safety signs shall be permitted on public property, unless authorized by the governmental agency having control thereof.
