§ 37.01 INTENT AND PURPOSE.
   This section is intended to control and regulate the development of signs within the city. There is a significant relationship between the manner in which signs are displayed; the public health, safety and welfare; and the value, compatibility and economic stability of adjoining property, its land use and the city. The reasonable display of signs is necessary as a service to the people in the conduct of competitive commercial and industrial activity and to promote freedom of expression. The regulations in this section establish standards for the display of signs in direct relationship to the above stated purposes and directives.
