The following public and quasi-publicly operated uses may be permitted on review by the Board of Adjustment in accordance with the provisions contained herein:
(A) Electrical substations;
(B) Waste water treatment facilities - enclosed plants and open lagoons;
(C) Sanitary landfill;
(D) Water towers;
(E) Unenclosed storage yards;
(F) Publicly operated outdoor sports fields and complexes lighted for night use;
(G) Other public facilities not listed; and
(H) Single-family dwelling; provided that such residential use is located above the ground or first floor and that the ground or first floor is used for a principal permitted use in the P/M Public Municipal District.
