§ 22A.05 DEVELOPMENT PLAN REQUIREMENTS.
   No permits shall be issued nor any work begun on the site until a development plan has been approved by the City Council. A development plan shall be submitted which complies with the requirements of § 23.12 of this chapter. The plan shall be reviewed as specified in this section except that the initial filing fee shall be $100.
