The Commission is hereby vested with the following jurisdiction and authority:
(A) Hear all applications for amendments to this chapter and report said findings and recommendations to the Council;
(B) On its own initiative, to petition the Council requesting an amendment, supplement, change or repeal of this chapter provided that it has first held a public hearing thereon;
(C) Receive from the Zoning Enforcement Officer his or her recommendations as related to the effectiveness of this chapter and report its conclusions and recommendations to the Council not less frequently than once a year; and
(D) To hear and decide all matters upon which it is required to pass under this chapter.
