(A) No person shall connect any sewer system to the city sewer system without first paying to the city the fees established herein, and obtaining the required permit from the city.
(B) Upon payment of the fees established in § 51.17, a sewer system may be connected to the city sewer system by the owner thereof in the manner required by all laws, rules, and regulations of all governmental entities having jurisdiction thereof.
