Applicants shall covenant that they will not assign, transfer, convey, sublet, sell, mortgage, pledge, or encumber the telecommunications facilities that are subject to this legislation, or allow the use of such telecommunications facilities by any other person or entity, without in each instance having first notified and obtained the approval of this local government. Any person or entity to which such telecommunications facilities are assigned, transferred, conveyed, sublet, sold, mortgaged, pledged, or encumbered, or to which use of such telecommunications facilities has been allowed, shall be fully subject to the conditions of any related permit and to the provisions of this legislation.
