(A) Cars parked shall move out in the direction headed or, if they are parked at an angle with the curb, they shall back out on that angle until they have cleared the other cars and shall then proceed in the direction they are most nearly headed in.
(B) It shall be unlawful for any driver of a motor vehicle to proceed from a parked position into the path of approaching traffic without seeing the movement can be made in safety.
