(A) Storage tanks.
(1) In order to promote equalization of flows, each person discharging a waste into the town’s sanitary sewers having the following average daily volumes over a period of his or her normal work week shall construct and maintain, at his or her own expense, a suitable storage tank, reservoir or pond of the corresponding minimum volumes:

(2) The storage tank shall have its outlet to the sewer controlled by an approved device, the setting of flow rates being as directed by the approving authority.
(3) Storage tank requirements may be waived by the approving authority in cases where a constant rate of flow is discharged; provided that:
(a) The normal operating day extends over a 20- to 24-hour period and the rate of waste flow and character of load discharged is such that, in the opinion of the approving authority, the installation of a storage tank would not improve sewer and treatment plant loading conditions; and
(b) All other requirements of this subchapter are fulfilled or where the character of waste when held for the period of time indicated would be detrimental to operation of the town sewerage system.
(B) Control manholes.
(1) Any person discharging industrial wastes into the town’s sanitary sewers shall construct a suitable control manhole downstream from any treatment, storage tank or other approved works, to facilitate observations and provide means for measurements and sampling of all wastes from the industry.
(2) The control manhole shall be constructed at a suitable and satisfactory location and built in a manner approved by the approving authority. The manhole shall be installed by the person discharging the wastes at his or her expense and shall be maintained by him or her so as to be safe, accessible and in proper operating condition at all times.
(3) Control manhole requirements may be waived by the approving authority:
(a) When a person discharging less than 20,000 gallons of waste in a normal working day elects to be relieved of this requirement; provided that:
1. The wastes meet all other requirements of this subchapter, as determined by the approving authority;
2. All such wastes are discharged through a single standard sewer manhole before entrance into the sanitary sewers; and
3. The person agrees to pay a surcharge equal to the sewer service charge.
(b) When a person discharging 20,001 to 50,000 gallons of waste in a normal working day elects to be relieved of this requirement; provided that:
1. The person was operating at his or her present location on or before the adoption of this subchapter;
2. The wastes meet all other requirements of this subchapter, as determined by the approving authority;
3. All such wastes are discharged through a single standard sewer manhole before entrance into the sanitary sewers; and
4. The person agrees to pay a surcharge equal to the sewer service charge.
(C) Interceptors and traps.
(1) Grease, oil and sand interceptors or traps shall be provided when, in the opinion of the approving authority, they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand and other harmful ingredients; except that, the interceptors or traps shall not be required for private living quarters or dwelling units. All interceptors or traps shall be of a type and capacity approved by the approving authority and shall be located as to be readily and easily accessible for cleaning and inspection.
(2) Grease and oil interceptors or traps shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature.
(3) They shall be of substantial construction, water-tight and equipped with easily removable covers which, when bolted in place, shall be gas-tight and water-tight.
(4) Where installed, all grease, oil and sand interceptors or traps shall be maintained by the owner, at his or her expense, in continuously efficient operation at all times.
(D) Plans. Plans for the construction of the storage tank, control manhole, interceptors and controlling devices shall be approved by the approving authority prior to the beginning of construction.
