(A) The Department of Public Works shall have the right, at any time, to shut off the water in the mains in case of accident or for the purpose of making connections, alterations or repairs; and it shall be the duty of the Director of Public Works to cause notice to be given to all consumers within the district to be cut off, except in case of accident in which case the water shall be cut off without notice.
(B) The town shall not be liable for any damage that may result to consumers from the cutting off of water for any cause whatsoever, or for failure to provide a supply of water.
