§ 51.020 APPLICABILITY OF SUBCHAPTER; DETERMINATION OF BENEFIT TO TOWN.
   (A)   The Department of Public Works shall extend its water and sewer facilities to serve property only under the conditions of this subchapter.
   (B)   The Town Council have the authority to decide whether or not an extension is beneficial to the town as a whole and, if not, it may refuse to extend.
