The Department of Public Works will connect all sewer and water mains and will extend all service pipe to the curbing where a meterbox will be placed over a stopcock and a meter, all of which shall be under the exclusive control of the Department of Public Works. No person shall be allowed to turn the water on or off at this stopcock, except the Director of the Department of Public Works or his or her authorized agent; provided that, this section shall not prevent licensed plumbers, authorized to perform plumbing work in the town, from turning off the water at any premises in order to make necessary repairs.
