(A) Exterior foundation, walls and roofs. Every foundation wall, exterior wall and exterior roof shall be substantially weather-tight and rodent proof; shall be kept in sound condition and good repair; shall be capable of affording privacy; and shall be safe to use and capable of supporting the load which normal use would cause to be placed thereon. Every exterior wall shall be protected with paint or other protective covering to prevent the entrance or penetration of moisture or the weather.
(B) Interior floors, walls and ceilings. Every floor, interior wall and ceiling shall be substantially rodent proof; shall be kept in sound condition and good repair; and shall be safe to use and capable of supporting the load which normal use would cause to be placed thereon.
(C) Windows and doors. Every window, exterior door, basement or cellar door and hatchway shall be substantially weather-tight, water-tight and rodent proof and shall be kept in sound working condition and good repair.
(D) Stairs, porches and appurtenances. Every outside and inside stair, porch and any appurtenance thereto shall be safe to use and capable of supporting the load that normal use would cause to be placed thereon and shall be kept in sound condition and good repair.
(E) Bathroom and kitchen floors. Every bathroom and kitchen floor surface and water closet compartment floor surface shall be constructed and maintained so that it will be reasonably impervious to water and will permit the floor to be easily kept in a clean and sanitary condition.
(F) Supplied facilities. Every supplied facility, piece of equipment or utility which is required under this subchapter shall be so constructed or installed that it will function safely and effectively and shall be maintained in satisfactory working condition.
(G) Drainage. Every yard shall be properly graded in order to obtain thorough drainage and to prevent the accumulation of stagnant water.
(H) Noxious weeds. Every yard and all exterior property areas shall be kept free of species of weeds or plant growth which are noxious or detrimental to health.
(I) Egress. Every dwelling unit shall be provided with adequate means of egress as required by the State Residential Building Code.
(J) Hazardous materials. Dwellings and dwelling units shall not contain hazardous materials, such as lead and asbestos, subsequent to being required to abate such conditions by an appropriate regulatory agency or court. Any required abatement shall be performed in accordance with regulations, directions and orders issued by the regulatory agency or court.
(K) Painting. All exterior surfaces of buildings and structures, not inherently resistant to deterioration, shall be treated with a protective coating, such as paint or other suitable preservative, with sufficient frequency to prevent deterioration. All such portions shall be cleaned and free of flaking, loose or defective surfacing materials prior to painting or coating. All interior loose or peeling wall covering or paint shall be removed and the exposed surface shall be placed in a smooth and sanitary condition. All new paint shall be free of any lead pigment.
(L) Exterior property areas and grounds.
(1) The exterior property areas of all premises shall be kept free of objects and materials, including abandoned motor vehicles, which may create a hazard to the health and safety of the occupants or surrounding community or which is a public nuisance.
(2) All exterior property and premises shall be maintained in a clean, safe and sanitary condition. The occupant shall keep that part of the exterior property which such occupant occupies or controls in a clean and sanitary condition.
(3) All premises shall be graded and maintained to prevent the erosion of soil and to prevent the accumulation of stagnant water thereon, or within any structure located thereon. Lots shall also be properly graded to prevent unreasonable surface water runoff from being directed onto adjoining properties.
(4) All sidewalks, walkways, stairs, driveways, parking spaces and similar areas shall be kept in a proper state of repair and maintained free from hazardous conditions.
(5) All structures and exterior property shall be kept free from rodent harborage and infestation. Where rodents are found, they shall be promptly exterminated by approved processes which will not be injurious to human health. After extermination, proper precautions shall be taken to eliminate rodent harborage and prevent subsequent infestations.
(6) Pipes, ducts, conductors, fans or blowers shall not discharge gases, steam, vapor, hot air, grease, smoke, odors or other gaseous or particulate wastes directly upon abutting or adjacent public or private property or that of another tenant.
(7) All accessory structures, including detached garages, sheds, barns, fences, walls and other appurtenant structures, shall be maintained in a structurally sound manner and in good repair.
(M) Unrepaired damage and dilapidation. Dwellings and dwelling units shall not have unrepaired damage by fire, wind, or other causes rendering the building unsafe and shall not have dilapidation, decay, insanitary conditions or disrepair which is dangerous to the health, safety or general welfare of the occupants, or other people in the town.
