On and after 1-1-1978, no person licensed under this subchapter may, for a consideration, install, alter or restore any insulation or other materials or energy utilization equipment designed or intended to meet the State Building Code requirements for insulation and energy utilization without first securing a permit from the Building Inspector for each item of work. There shall be a fee as set by the Town Council for each permit issued.
